Comprend la fabrication des armes et des poudres, leur rpartition, les
plans de campagne, les choix des gnraux et l'emploi des nouvelles
leves

Esprit public et conspiration

Contient les bons crits, la rpression des rebelles, l'organisation du
tribunal rvolutionnaire et toutes les mesures ncessaires pour punir
les conspirateurs. Le tableau de la situation des diverses parties de
la Rpublique, la correspondance avec les autorits constitues, avec
les Socits populaires,

Il faut surtout ici un travail mthodique, dont l'une des bases seroit
le degr de civisme ou d'incivisme des divers dpartemens

Courrier au Rhin. Un nouveau courrier porteur des dpches  Saint-Just
avec une lettre  celui-ci:

"Comme nous avons quelque inquitude sur le courrier bavard que vous
nous avez envoi et qui est reparti avec nos dpches, nous vous
envoions la lettre ci-jointe, par un second courrier, afin qu'elle vous
parvienne plus srement. Gardez-vous de l'impatience [et de la dfiance
(Ces mots "et de la dfiance" ont t barrs aprs coup par
Robespierre)]; nous sommes pleins de l'nergie et de la sollicitude qui
vous anime, et nous vous seconderons de toutes nos facults"

Ecrire  Hentz de se rendre  l'anne du Nord, pour prvenir la
division entre les gnraux

Organisation ncessaire des courriers. Deux venant de Strasbourg ont
t rencontrs voiageant tranquillement en cabriolet

les hommes dignes de servir la cause de la libert_

Pour purer les comits rvolutionnaires, il faut se procurer la liste
de tous ceux qui les composent, leurs noms, qualits et demeures

Il faut celle du comit dit central; il faut connatre surtout les
prsident et secrtaires de chaque comit et faire un rapport  ce sujet

2 Il faut revoir la liste des meneurs de la contrervolution dans
chaque pays, indiqus par celles des commissions populaires,
directoires, etc., etc., et svir contre tous ces hommes

3 II faut poursuivre tous les dputs chefs de la conspiration, et les
atteindre  quelque prix que ce soit

Il faut que tous les individus connus soient promptement punis

II faut avoir la liste circonstancie de tous les prisonniers
