EXCELENTSSIMO PRESIDENTE DA REPUBLICA PORTUGUESA:


Na minha qualidade de Presidente da Comisso Executiva da Cmara Municipal
de Coimbra, ao ter de brindar V. Ex., sinto que se apoucam as minguadas
foras do meu espirito para a condigna elevao de minhas saudaes at 
dignidade de to alta posio, e at s culminncias no menos altas do
Vosso mrito.

Se, em meu nome individual, eu viera para levantar aqui a minha voz
sincera, mas destoante, por sua insignificncia, do vibrante esplendor
festivo em que fulgura esta hora viva, certamente a comoo tomaria o passo
 ousadia; e o meu silncio seria o melhor bocado de oiro, com que eu podia
contribuir para que a fulgncia de tanto brilho se no minguasse com este
reflexo plido da minha palavra, de arte to empobrecida.

Mas a imponncia do imperativo, que me comanda, no admite escusa--Tenho de
falar.




                EXCELENTSSIMO PRESIDENTE:


A cidade de Coimbra recebeu-vos com os sentimentos da mais sincera elevao
e nobreza que os seus brios patriticos impem a uma condigna saudao ao
Supremo Magistrado da Nossa Repblica.

Aprumou-se numa exaltao jubilosa, para que pudsseis medir a envergadura
do seu entusiasmo; mas curva-se, perante Vs, na reverncia profunda do seu
respeito  dignidade da alta Magistratura que representais.

Vo, pois, os nossos cumprimentos  Vossa Pessoa ilustre, frementes do
sentimento profundo que o mais acrisolado patriotismo pode acender em
coraes portugueses.

A subida honra da visita de Vossa Excelncia a esta Cidade, marca, nos
fastos da sua histria brilhante, uma data de relevo e esplendor
seguramente nunca excedido, se  que alguma vez j foi igualado.

De esperar seria, pois, que, aqui, na minha voz, ressoasse um eco, ao
menos, dsse entusiasmo que canta e ri em todos os coraes, e dessa
alegria que trasborda dos peitos de todos ns, como filhos desta Ptria
querida, agora aconchegados em torno do mais ardente dos seus coraes e da
mais flgida das suas almas.

Mas onde h dotes de eloquncia rara, ou sas de inspirao profunda, que
possam apanhar em sntese as vibraes que enchem estes ares de harmonias,
ou iriar com brilhos aurifulgentes as facetas rtilas do alto sentimento
patritico que, em Vossa Excelncia, se incarna divinamente?

Eu quisera ser o taumaturgo ou o iluminado capaz de caldear, nas forjas
duma alquimia sobrenatural, as almas e os coraes, num bloco de diamante,
onde fulgurasse a condensao luminosa das radiaes dos mais puros ideais;
porque, ento, no silncio duma comoo profunda, eu passaria da minha mo
 vossa mo, esse bloco mudo que, s nas scintilaes do seu brilho, vos
diria melhor que todas as frases, qual a moeda de gratido com que a Cidade
de Coimbra pagava a subida honra de Vossa visita.

E eu no Vos diria nada.

Mas nessa sntese sublimada da quintessncia dos puros ideais, Vs
saberieis ler tudo; porque em todas as faces brilhariam reflexos da Vossa
luminosa Alma sublinhados pelo nosso amor, e de cada aresta chispariam
scintilaes como os relampagos da Vossa eloquncia, falando-vos assim a
Alma de Coimbra, num simbolismo de luz, a nica linguagem digna dEla e de
Vs.


EXCELNCIA! Se, em nome do Municpio de Coimbra, eu brindo, jubilosamente,
ao Excelentssimo Presidente da Nossa Repblica, como cidado portugus, eu
no posso deixar de brindar tambm em Vossa Excelncia a pessoa alta e
nobre do Excelentssimo Dr. Antnio Jos d'Almeida, como figura aureolada
pelo nimbo esplendoroso das mais ldimas virtudes cvicas.

A sua estatura moral no  funo, apenas, dum determinismo poltico,
porque as propores elevadssimas do molde social, em que se enquadra,
ampliam-se pela exuberncia do prestgio pessoal que Vos ilustra; com a
dignidade da elevada Magistrura que representais, defronta-se altssimo,
tambm, o pedestal de todos os coraes que Vos elevam  suprema incarnao
dos nossos sentimentos patriticos.

Jmais, na atmostera buclica desta terra linda, to impregnada de lirismos
poticos, esvoaou a pomba alada dum esprito, que mais se desprendesse do
tremedal da terra para o cu dos altos ideais; e foi nessa altitude ampla
da ideia que um forte amor patritico vos inspirou o pensamento scintilante
e fogoso, revelando vosso gnio dominador e empolgante, pelo brilhantismo
do Verbo ao servio de radiosa esperana.

Essa alma, exuberante de aspiraes generosas, faiscando em reflexos
diamantinos de puros sentimentos iluminados, ensaiou aqui suas asas de
condor, a pairar sobre o pntano duma monarquia ptrida, naquele vo firme
de guia que s poisa nos pncaros da crista montanhosa; e, sempre imerso
no azul das alturas, respirando sempre e s o oxignio dos ares limpos,
jmais conspurcando-se ao contacto da Terra suja, irradiou daqui o vosso
verbo luminoso como luz de nvoa doirada que fosse despedida do alto, a
espargir clares de redeno sobre os negrumes desta Ptria, que se
esfacelava no Calvrio da Histria, agonisante de impotncia, exangue de
vitalidade, num pessimismo sem alentos, exausta de futuro e moribunda de
esperanas.

Foi aqui que Vosso Corao, abrasado num patriotismo ardente, se acrisolou
nas chamas do ideal libertador; e, ao fogo das prprias inspiraes, ganhou
a incandescncia que vos fez astro, a refulgir no Cu da Ptria, entre
todos os que muito brilham nas rbitas da nossa Histria.

Rasgando a nuvem torva que ensombrava os horizontes do futuro  vida da
nao, fulminaram os raios da vossa eloquncia a luz daqueles relmpagos,
com que a palavra inspirada do tribuno mais empolgante abria os olhos ao
povo, sobre os negrumes da hora triste que passava.

E essa lngua em labaredas, verbo em chamas purificadoras, feito cautrio
de luz e fogo, aplicou-se  teraputica deste pas, fistulando o abcesso da
corrupo poltica, que lhe corroa as fibras da aco e estrangulava os
anceios de Liberdade.

Mas, revolvendo os miasmas do pntano, por muito que nas rajadas do seu
verbo redemoinhassem as toxinas da podrido que agitava aos ares, jmais a
assepsia rigorosa da lmpida atmosfera do seu esprito, se contaminou da
virulncia menos leal duma ideia duvidosa ou facto suspeito, que
infiltrasse leve sombra na pureza austera da sua alma imaculada sempre.

Nessa luta ingente, de mpetos e ardores indomveis, que vos encheram de
convulses picas a grande vida de revolta at 1910, nunca, como Vs o
dissesteis--o brao se erguia para dar um golpe sem a outra mo desabotoar
a camisa desnudando o peito ao ferro do inimigo.

Os exemplos comoventes daquela lealdade herica com que algumas figuras de
lenda, desde a aurora incipiente da nossa infncia nacional, bafejaram
alguns episdios picos da nossa Histria, resurgiam no corao do Exmo.
Dr. Antnio Jos de Almeida, a bafejar do hlito de idntica lealdade
generosa os arrebois dessa madrugada, em que a aurora dos sonhos ideais ia
romper definitivamente, com o sol esplendente da Liberdade fulgindo no
carro triumfante da Repblica.

Leal, nobre e generoso, sempre, como um forte: e forte como um Atlante, na
robustez da mais austera envergadura moral, nunca o sonho audaz dum
misticismo redentor Vos encadescia o crebro, sem repuxar do peito a chama
abrasada do sentimento luminoso a doirar a ideia fulgentssima.

Por isso, at mesmo quando ateveis as fornalhas da Revoluo com a
metralha demolidora da vossa eloquncia rubra, rutilavam sempre, nas
labaredas do ideal, as estrofes do canto de guerra comoventes como um hino
de amor.

Alma de mstico absorvida em sonhos de vidente, fizesteis da luz subjectiva
da ideia o astro que ilumina toda a realidade objectiva da vossa aco.

E, depois de ter dado  Repblica todo o ardor inquebrantvel da vossa f,
e posto sempre na politica toda a nobreza austera do vosso ideal, a
Justia, em prmio de toda uma vida de nobre civismo e amor ptrio,
transfigurou os lampejos fugidios de vossa quimera de sonho nos clares
eternos dum diadema de glria.


EXCELNCIA--Perdoareis, se o entusiasmo da minha sincera admirao excede
os mbitos da benevolncia com que me escutais; mas eu tinha necessidade de
evocar um pouco a alta nobreza moral da vossa vida passada, como apoio
indestrutvel  consoladora esperana do que ser, para esta querida
Ptria, a Vossa poltica futura.

A poltica  uma ideia que s prospera sbre o apoio concreto dos factos.
Os ideais fecundos teem uma meta, que s se atinge com passo bem seguro no
campo das realizaes prticas.

Nesta hora intensa, duma fermentao mundial agitada e tumultuosa, no h
torro de Ptria exgua, sbre que no se revolva, formidvel, o problema
indeciso da sua vitalidade histrica. A nossa Repblica, por ventura
hesitante ainda nos primeiros passos da sua infncia, no podia deixar de
estremecer ao tocar-lhe a aura perturbadora dsse cataclismo hiperblico em
que, parecia, os gonsos da mquina do mundo ruirem, desconjuntando-se.

Mas passou. Agora, aos mpetos brutais da fora destruitiva, segue-se o
desenvolvimento calculado das energias creadoras.

Os paroxismos duma nevrose de morte do logar s contraces tnicas dum
intenso labor de vida.

Hoje, mais do que nunca, a afirmao da existncia s se faz por um
desenvolvimento de progresso.

Sero prsperos os povos que progredirem.

 preciso, pois, estimular a vida, fomentar a riqueza, dar sas ao Comrcio
para que se espanda, impulsionar os volantes da Indstria para que
progrida.

Todo o labor fecundo haure a seiva creadora da Scincia, tornando esta
produtiva pela Indstria.

Eis os dois plos do mesmo eixo, em que os Governos teem de fazer girar a
actividade intensa dos povos.

Prestigiar a primeira com seguros elementos de progresso, animar e promover
a segunda com slidas garantias de xito, eis a misso suprema dos Governos
que saibam vr, para alm da hora triste que nos desalenta, a miragem dum
futuro que nos reanime.


EXCELENTSSIMO PRESIDENTE! Enche toda a vida de Vossa Excelncia um
denodado esforo para rasgar as vias de um futuro livre, ao nosso povo;
fareis merc agora, certamente, de toda a vossa autoridade e prestigio para
crear um futuro prspero  Nao.

E, nessa orientao do Vosso alto espirito patritico, Coimbra, como
nenhuma outra Cidade do Pais, ter js a merecer-vos sempre a solcita
ateno do Vosso patrocnio valioso.

Esta Cidade, que  hoje o centro duma vida municipal intensa, de h anos se
encontra francamente encaminhada, na via duma administrao eminentemente
progressiva. Graas ao esforo de inteligentes e vigorosos espritos
rasgados em amplas iniciativas de fomento, Coimbra tem refundido
inteiramente o seu aspecto material e o seu valor econmico, no curto
espao de alguns anos, como se sobre ela tivesse passado a aco renovadora
dum sculo.

E o seu exemplo frutifica, servindo de espelho e de estmulo a progressivas
realizaes congneres, que se esboam por outros municpios.

Mas, Coimbra, no seu avano j adquirido, no pode estacionar. O prprio
benefcio reconhecido nas realizaes efectuadas  imperioso incentivo a
aspiraes futuras, para onde, na ampla via aberta, temos de caminhar.

Uma desvelada solicitude dos Governos da Nossa Repblica tem sido
comprovada, na satisfao de algumas das urgentes necessidades dste
Municpio.

A essa solicitude dos altos Poderes do Estado, a Cidade de Coimbra
afirma-se-lhe reconhecida com sua mais calorosa gratido; e corresponde-lhe
numa inquebrantvel dedicao patritica s Instituies Republicanas;
sendo-me, neste momento, muito agradvel recordar a elevada distino com
que, h pouco ainda, foi galardoada, pelo Exmo. Ministro da Guerra, a sua
fidelidade ao Regimen.

Bem fundamentada ser, pois, a nossa esperana de que todas as justas
aspiraes deste Municpio encontraro nos Governos da Repblica, e no
valioso patrocnio de V. Ex., aquele acolhimento e reforo necessrios
para que as iniciativas fecundas se concretisem em realidades de progresso.

E, como hoje, neste dia to jubilosamente festivo, sempre a Alma de
Coimbra, na expresso profundamente sincera da sua viva f republicana,
poder gritar com o maior entusiasmo:


Viva a Repblica Portuguesa!

Viva o Exmo. Presidente da Repblica Portuguesa!

Viva o Povo de Coimbra!
